Public Act 098-0295 or the "Open Access to Research Articles Act" required that Governors State University (along with all public universities in Illinois) establish a Task Force to design a proposed policy regarding open access for the scholarly articles produced at the University. The Act specified a number of issues that the Task Force must consider when recommending such a policy. The Act, which became effective on August 9, 2013, required a Task Force be put in place by January 2014 and a final report be issued by January 2015.

Open Access Task Force members included co-chair Deborah Bordelon, Provost and Vice President for Academic Affairs; co-chair Lydia Morrow Ruetten, Dean of the Library; Elizabeth Cada, Dean of College of Health and Human Services and Dean of Graduate Studies; Carlos Ferran, Associate Professor, Management Information Systems; David Golland, Assistant Professor, History; Walter Henne, Assistant Professor, Chemistry; and Michael D. Springer, Senior Vice President, Business and Publishing, American Dental Association.

This collection contains agenda and minutes of the Open Access Task Force meetings, as well as the final report.
